Leadership Profiles
The Total Environmental Concepts, Inc. leadership team is comprised of a highly qualified and experienced group of professionals with diverse backgrounds. TEC’s extensive human resource pool, led by the following management team, allows us to match our staff with our clients’ needs for each program/project undertaken.
Theodore (Ted) E. Bedell, III CHMM, CPG
Principal
Mr. Bedell is a principal of the firm and is responsible for the overall performance of the company. With a Master’s Degree in Geology from East Carolina University, Mr. Bedell is responsible for overall project and corporate management including resource management, subcontracting, and profit/loss. He has been directly involved with hundreds of Phase I and Phase II property environmental assessments as well as the inspection of millions of square feet of building space for asbestos and other hazardous materials. Mr. Bedell is a Certified Hazardous Materials Manager (CHMM), a Certified Professional Geologist (CPG) and is an active member of Associated Builders and Contractors (ABC).
John R. Ray, LEED AP
Principal
Mr. Ray is a principal of the firm and is responsible for corporate strategic management, business development and P&L. Mr. Ray has earned a Master’s Degree in Environmental Engineering from The Johns Hopkins University, and his professional environmental consulting experience includes program/project management, environmental remediation system design, corrective action plan development and implementation, site characterization plans, Federal and State (VA) regulatory compliance, environmental planning, and stakeholder outreach. Mr. Ray currently serves as a technical expert to the Virginia Department of Environmental Quality’s (VDEQ) Northern Regional Office (NRO) State Lead Program (TEC contract is in its 4th option year). Mr. Ray has over 20 years in the environmental industry, is on the Board of Directors for the Alexandria Chamber of Commerce and is an active member of the National Association of Industrial and Office Properties (NAIOP).
Michael D. Swearingen, CFM
Division Manager
Mr. Swearingen, with 15 years of professional experience in environmental project management, environmental construction management, development and implementation of federal facilities’ management plans, regulatory compliance, environmental planning, and stakeholder outreach, serves as TEC’s Division Manager for Environmental, Energy, Safety and Sustainability. Mr. Swearingen has earned a BS Degree in Bio-Chemistry from the University of Alabama and currently serves as a technical expert to the United States Postal Service (USPS) and Walter Reed Army Medical Center (WRAMC) and previously as a technical expert to the U.S. Environmental Protection Agency (EPA), the National Park Service (NPS), the Air Force Center for Environmental Excellence (AFCEE), and the Federal Aviation Administration (FAA) in the areas of Facilities Management and Master Planning, Capital Planning and Renewal, Regulatory Management Support and Compliance (including NEPA, OSHA, RCRA, and CERFRA), Interagency Coordination Agreement Development, Community Outreach and Stakeholder involvement, Land Use Planning, Business Process Re-engineering, and Management Systems Implementation.
Robert Sawyer, LRS
Program Manager
Mr. Sawyer, program manager for Environmental Consulting, has 18 years of professional experience in environmental project management, environmental remediation system design, development and implementation of corrective action and site characterization plans, regulatory compliance, technical support to environmental claims and litigation, and environmental assessments for property acquisition and divestments. With a BS Degree in Agricultural Engineering from the Virginia Polytechnic Institute and State University, Mr. Sawyer has extensive experience in underground storage tank consulting, including site assessment and remediation as well as compliance monitoring. Mr. Sawyer is an active member of the Virginia Petroleum Convenience and Grocery Association (VPCGA) and a Licensed Remediation Specialist in West Virginia.
Michael Goellner
Division Manager
Mr. Goellner is a Petroleum Construction Manager with over 25 years of construction experience including total service station fuel system raze and rebuilds, aboveground fuel system installations and environmental upgrades. He coordinates project management activities of construction crews, an estimating department, contract development and direct customer interface.
Kristopher McCandless, CPG
Senior Project Manager
Mr. McCandless is a Senior Project Manager and Professional Geologist with over 18 years of experience in environmental consulting and geotechnical engineering. With a BS Degree in Geology from George Mason University, Mr. McCandless’ areas of technical expertise include field research and analysis of geologic and hydrogeologic conditions in bedrock and soil, planning and directing all aspects of subsurface investigations, geophysical surveys, groundwater sampling, pump test performance and evaluation, UST and environmental compliance/regulatory interfacing with state agencies in Virginia, Maryland, West Virginia and Pennsylvania, and compliance-driven, technical report preparation. Mr. McCandless is responsible for project management, business development, resource management, subcontracting, technical editor and quality control (QC) review of TEC produced reports. Mr. McCandless is an active member of the Association of Engineering Geologists (AEG).
Mary Anne Faudale
Office Manager
Ms. Faudale is an Office Manager/ Project Coordinator with over 20 years of experience in the petroleum construction industry. Her areas of expertise include project management, project coordination, assisting in the day-to-day operations in the construction division, in conjunction with accounting functions.
Jessica Medicus
Program Manager
Ms. Medicus has a Bachelor of Science in Environmental Studies from the University of Maryland Baltimore County and anticipates receiving her Certified Hazardous Materials Manager certification in August 2010. Ms. Medicus began her environmental career thirteen years ago learning hazardous waste project management from the ground up. Ms. Medicus joined Total Environmental Concepts, Inc. in 2004 as a project manager for Phase I and II Environmental Site Assessments, groundwater remediation, and underground storage tank inspections and removals. She has managed projects for federal, state, local and commercial clients, including projects for the U.S. State Department, U.S. Army Corps of Engineers, Virginia Department of Environmental Quality, and the Maryland Port Authority, to name a few. Ms. Medicus has comprehensive environmental and safety knowledge and experience relating to regulatory requirements, inspection and auditing protocols, developing policies and procedures, and planning and implementing programs and improvements. Ms. Medicus is currently the Program Manager for both the Garrison Environmental Office and Installation Safety Office at the U.S. Army Garrison Walter Reed in Washington, D.C.
